THE SAFETY RULE

“No stored references” is a review state, not permission to delete.

A theme can construct a URL, an external service can inject an asset, a cache can hold stale metadata and a custom field can hide data inside serialized or JSON structures. The interface must show what was checked and what remains uncertain.
